MODULE OVERVIEW

The goal of this module is to develop the abilities of SCMP candidates to become more acquainted with the issues and strategies of public sector supply chain management. This module is supported by a variety of articles on public sector procurement and supply chain management, along with some website references.

MODULE GOALS

Upon completion of this module candidates should be able to:

  • Describe the unique characteristics of public sector procurement
  • Identify the stakeholders of public sector supply chains
  • Understand the unique public (vs. private) sector perspective on supply chain management
  • Discover the advantages and disadvantages of collaborative procurement.
  • Explain the rationale for competitive bidding in public procurement.
  • Describe the alternatives to competitive bidding (e.g., negotiation and sole sourcing), and identify conditions under which these alternatives could or should be used.
  • Identify the potential benefits and legal issues in public sector online tenders
  • Describe the unique aspects of ethics in the public sector
  • Identify lessons for the public sector from the ethics commission reports and scandals
  • Assume the role of "whistleblower" and consider alternative courses of action
  • Identify unique challenges and opportunities associated with procurement and supply chain management by the federal government
  • Identify unique challenges and opportunities associated with procurement and supply chain management by provincial and municipal governments
  • Identify unique aspects of procurement and supply chain management in the healthcare and education sectors
  • In an advisory role to a public sector health authority, make a recommendation on joining a third-party purchasing cooperative

REFUND and TRANSFER POLICY

All refund, withdrawal, and transfer requests must be sent by email to [email protected]

FULL REFUND: You are eligible for a full refund without penalty for cancellation or withdrawal if the request is received in writing up to 14 days before the start date.

REFUND WITH FEE: You are eligible for a refund minus an administration fee of $150 for cancellations or withdrawals received in writing between 6 and 13 days of the start date.

NO REFUND: No refund is available for cancellation or withdrawal within 5 days of the start date.

TRANSFER:  You are eligible for a transfer to a future offering without penalty if the request is received in writing up to 5 days before the start date. Thereafter no transfer is available. Transfers must be used in the current or subsequent term.

 

PAYMENT POLICY

If the invoice option is selected, payment must be received 2 weeks before the start date. If payment is not received, Supply Chain Canada reserves the right to remove the student from the class.

Within 2 weeks of the start date, the invoice/cheque option will not be available. Payment will be accepted by credit card only.

FAQ

What is asynchronous learning?

Asynchronous learning is a form of online self-study. While it is self-study, there are submission deadlines and due dates to follow. Learners will not have live scheduled meetings or classes, but will participate via our learning management system, Brightspace (D2L). Learners will have access to an instructor throughout the course.

What is synchronous learning?

Synchronous learning includes weekly virtual instructor led classes. Learners will have live, scheduled classes via Zoom with the instructor and fellow classmates. This format is designed for those looking for an interactive learning experience and to network with other participants. Participants are expected to remain up to date with the deadlines provided. Please note the time zone when you register for this format.
